Ministry of Regional Development and Tourism has requested the support of United Nations in achieving its development objectives through building a sustainable tourism sector, based on its cultural heritage and environmental assets in three designated areas, namely: Baile Herculane, Borsec and Sulina as part of a pilot initiative.
The outcome of this initiative will allow the Romanian Ministry of Regional Development and Tourism to identify the priority areas of intervention, the specific action plans for each of the localities along with further investment requirements, taking into consideration public and private resources. These three localities will have the benefit of a community driven, local area development plan with measurable targets and a monitoring system to measure achievements and areas requiring further interventions. UNDP Romania invites qualified and interested candidates to apply for the following short-term consultancy assignment under the project "Participatory Integrated Urban Development: Sustainable Tourism for All in Baile Herculane, Borsec and Sulina" implemented together with the Ministry of Regional Development and Tourism:
- National Technical Advisor (Planner)
- Legal Specialist for the development of an Integrated Urban Development Plan (3 positions: one for each locality)
- Built Heritage Specialist
- Physical Planner (3 positions: one for each locality)
- Infrastructure specialist (3 Engineer positions: one for each locality)
- Community Mobilization Specialist (3 positions: one for each locality)
- Environmental Specialist (3 positions: one for each locality)
- Enterprise / Clusters Developer (3 positions: one for each locality)
The selection of the successful candidate will be based on a competitive process taking into account the:
- Qualifications and experience of the candidate, and
- Financial offer
The candidate obtaining the highest cumulative score (technical + financial) will be considered as offering best value for money. Reference checks on the successful candidate will be performed by UNDP as mandatory process prior to the award of contract. The applications in English consisting of letter of intention (indicating also the positions applying for), P11 form and mandatory financial offer must be sent until 21 February 2011, 17:00 hrs (GMT+2 Bucharest time):
Incomplete applications and/or applications received after the deadline shall not be taken into consideration. While every attempt has been made to ensure these TOR address all the major issues associated with this proposal, they are not necessarily exhaustive and should not be interpreted as excluding from consideration matters deemed to be significant but not incorporated in them or matters (currently unforeseen) that emerge as important or significant during the completion of scientific studies, from public consultation, or otherwise, during the course of preparation of the PIUD.
